Workforce Innovation and Opportunity Act (WIOA) Plans

WIOA State, Regional, and Local Plans outline what a state, territory, region, or Local Workforce Development Areas (LWDA) are doing to help Americans, including youth and those with significant barriers to employment, gain high-quality jobs and careers and to help employers hire and retain skilled workers. The plans incorporate strategic planning elements to outline economic conditions, workforce characteristics, and workforce development activities. Operational planning elements are also incorporated to identify efforts to support the strategic vision and goals. WIOA State Plan Proposed Timeline 

The federal government requires each state to submit a State Workforce Plan every 3 years. The Governor Workforce Development Board (GWDB) is responsible for submitting the plan. Dates are approximate:

  • May: Convene Program Administrators to introduce vision and proposed timeline
  •  June: Convene Executive Committee to propose the One Minnesota Vision & Strategy for Workforce be shared at the June GWDB meeting and incorporated into the State Plan.
  • August: Convene Program Administrators to finalize timeline, roles, and responsibilities.
  • November: Due date for first drafts of each of the state plan sections.
  • December: State, regional and local plan submitted to GWDB Executive Committee and Agency Senior Leaders for review.
  • January: Special Meeting of GWDB Executive Committee to approve draft plan.
  • January: Plan submitted for Governor’s review and posted for public comment.
  • January – February: Staff review public comments and feedback from Governor’s office when available.
  • February: Staff incorporate final changes from Governor’s office or public comment.
  • March: WIOA State Plan submitted to U.S. Department of Labor.

Regional/Local Plan Timelines

Each region in Minnesota is required to submit a Regional and Local Plan to DEED for approval. Our Local Workforce Development Area (LWDA09) works with other WDAs in the metro to develop a Regional Plan. Dates are approximate:

  • August: DEED issues guidance for State, Regional, and Local Plans.
  • September: Planning meeting follows the Workforce Summit.
  • November: First draft of State Plan shared with local and regional planning staff.
  • December: First draft of Regional and Local Plans due.
  • December: DEED staff review Regional and Local Plans for approval.
  • By the end of December: State, Regional, and Local Plans submitted to GWDB Executive Committee and Agency Senior Leaders for review.
